Conduct: On 7 May 2020 Onyinye Blessing Igbokwe (“Ms Igbokwe”) caused Ujali Limited (“UL”) to apply for a Bounce Back Loan (BBL) of £30,000, and on 21 December 2020 to apply for a Top Up Loan of £20,000 using overstated turnover figures in the application form and as a result UL has received more BBL funds that it was entitled to, when she knew or ought to have known that it was not entitled, in that: • A business could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover in calendar year 2019 or where a business was established after 1 January 2019, it is their estimated turnover from the date the business started. • UL was incorporated on 21 January 2020, and Ms Igbokwe stated it started trading in January 2020. • Ms Igbokwe applied for and obtained a BBL of £30,000 on 7 May 2020 and a Top Up Loan of £20,000 on 21 December 2020 and stated in the applications the company turnover for UL at £800,000. • On 11 May 2020 the BBL of £30,000 and 24 December 2020 the Top Up loan of £20,000 were deposited into the company bank account held with the lender. • The company accounts for the period to 31 January 2021 disclose the company turnover to be £0 and to 31 January 2022 to be £394. • The company accounts for the period to 31 January 2023 disclose the company turnover to be £2,567 • The company bank statements show for the period after the BBL application from 8 May 2020 to the day prior to the Top Up loan application being 20 December 2020 as generating trade/sales of £4,426. • The company bank statements also disclose for the 12-month period from 22 December 2020, being the date after the Top Up loan was applied for to 21 December 2021, trade/sales of £8,765. • Ms Igbowke has not provided evidence to substantiate the estimated turnover figure of £800,000 or to show that UL was entitled to apply for a total BBL of £50,000 • On 30 October 2024, UL entered Creditors Voluntary Liquidation with known liabilities of £52,708, of which £51,225 is owed in respect of the BBL and Top Up Loan.
