Conduct: On 28 January 2021, Mr Adri Saliaj ("Mr Saliaj") caused Golden Virgin Production Ltd (“Golden Virgin”) to breach the terms and condition of the government backed Bounce Back Loan ("BBL") by applying for a loan in the sum of £50,000 which it was not eligible. In that: • The BBL scheme enabled a business to apply for a BBL of between £2,000 and £50,000, up to a maximum of up to 25% of the business's turnover for the 2019 calendar year. However, where a business was established after 1 January 2019, the applicant was required to declare estimated turnover from the date the business stated. • Golden Virgin was incorporated on 9 January 2020 and was therefore required to declare estimated turnover from the date the business started in the BBL application. • The BBL application submitted on behalf of Golden Virgin by Mr Saliaj declared estimated annual turnover from the date the business started in the sum of £250,000. • Financial statements for Golden Virgin for the initial accounting period to 31 January 2021 record turnover of £9,124 during the initial accounting period. • Golden Virgin's bank accounts record receipts totalling £10,473.71 were received during the initial 12 months following incorporation (between 14 January 2020 and 13 January 2021). Based on these receipts, this would have entitled Golden Virgin to a BBL in the region of £3,919.05. • By over-stating the estimated turnover of Golden Virgin, Mr Saliaj obtained £46,080.95 more in BBL funding than Golden Virgin was eligible to receive. • The BBL in the sum of £49,656.61 remained outstanding on liquidation.
