Conduct: On 11 June 2020, Jehangir Khan Muhammad Muhammad (“Mr Muhammad”) caused Nova Administration Support Ltd, formerly Stars Gazer Ltd (“Nova”), to overstate its annual turnover in a Bounce Back Loan (“BBL”) application when he knew, or ought to have known, that Nova was not eligible for the amount received. As a result, Nova received £47,781 more than it was entitled to from the BBL scheme, in that: • Under the terms of the BBL scheme, businesses could apply for one loan of between £2,000 and £50,000, up to a maximum of 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or, where a business was established after 01 January 2019, an estimated turnover could be used. • Nova was incorporated on 20 November 2019 and began trading in the same month. • Statements record that Nova first used its bank account on 04 February 2020 and that, between that date and 11 June 2020, when the BBL application was made, it received income (excluding credits annotated as loans) of £8,877. • On 11 June 2020, Mr Muhammad submitted a BBL application on behalf of Nova in which he stated that Nova’s annual turnover was £650,000. Mr Muhammad has provided no evidence in support of this figure. • On 12 June 2020, Nova received a BBL of £50,000 from the BBL. • On 03 January 2024, Nova entered liquidation with liabilities of £952,084, of which £49,444 was outstanding in respect of the BBL.
