Conduct: On 22 July 2020 Mr Sebastian Sierota (“Mr Sierota”) caused Natlka Transport Ltd (“NT”) to apply for a Bounce Back Loan (“BBL”) of £49,600 using overstated turnover figures, which resulted in NT obtaining a BBL that was at least £39,600 more than it was entitled to. • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • NT was incorporated on 26 September 2019 and was able to provide an estimated turnover figure. • On 22 July 2020, Mr Sierota applied for a BBL of £49,600 on behalf of NT declaring that its estimated turnover for the calendar year 2019 was £204,890. • Company Bank Accounts show from opening the first account across both bank accounts total credit of (excluding £49,600 BBL credited 28 July 2020): ? 25 November 2019 to 21 July 2020 total credit £21,639 ? 25 November 2019 to 24 November 2020 total credit £32,836 ? 25 November 2020 to 24 November 2021 total credit £14,855 • Based on the information available at the time of the BBL application the highest realistic turnover estimate is £40,000, which would entitle the company to a BBL of £10,000. • NT received the BBL funds of £49,600 on 28 July 2020. • At the date of the Liquidation on 20 February 2024, a total of £67,007 was owed to creditors, of which £47,546 was in respect of the BBL.
