Conduct: Shukurillo Karimov (“Mr Karimov”) breached the terms of the Bounce Back Loan (“BBL”) scheme by causing Daddy’s Pizza Limited (“Daddy’s Pizza”) to overstate its turnover on its application for a BBL resulting in the company receiving a BBL of £35,000 which it was not entitled to. Mr Karimov also failed to ensure that at least £23,793 of the BBL funds were used for the economic benefit of Daddy’s Pizza. In that: • The BBL scheme terms allowed businesses to receive a loan of up to 25% of their annual turnover for the 2019 calendar year, of between £2,000 and a maximum of £50,000, which the applicant would self-certify when completing the BBL application. For companies established after 1 January 2019, an estimated turnover for 2019 could be used. • Daddy’s Pizza was incorporated on 8 August 2019. • The company accounts from 1 September 2019 to 31 March 2020 show a turnover of £3,157. • The company accounts from 1 April 2020 to 31 March 2021 show a turnover of £4,180. • Mr Karimov declared on the company’s BBL application form an estimated annual turnover of £154,000, and consequently on 6 July 2020 the company received a £35,000 BBL. • Based on the turnover on the company accounts, the estimate turnover of £154,000 does not seem reasonable. No evidence has been provided to show that this estimate turnover was realistic or attainable. • After receipt of the BBL funds, payments totalling £10,969 were made to Mr Karimov’s account, there were cash withdrawals totalling £1,350 and payments totalling £11,474 were made to unknown third parties. No explanation has been received to explain how these payments of at least £23,793 were for the economic benefit of the company. • At liquidation, the company had an overall deficiency totalling £37,600, of which £35,000 was owed to the bank in respect of the BBL.?
