Conduct: On 14 May 2020, Mr Amir Damoussi (“Mr Damoussi”) caused B2C Leads Ltd (“B2C”) to overstate the turnover of the company to enable it to apply for the maximum Bounce Back Loan (“BBL”) amount of £50,000 when he knew or ought to have known that B2C was not entitled to a loan in such amount. Mr Damoussi has also failed to use the BBL proceeds for the economic benefit of B2C. • Under the BBL scheme, businesses could apply for a BBL of up to 25% of their 2019 turnover, from a minimum of £2,000 to a maximum of £50,000. Businesses incorporated after 01 January 2019 were asked to estimate their turnover from the date the business started. • The BBL scheme required the funds to only be used to provide economic benefit to the business, and not for personal purposes. • B2C was incorporated on 10 July 2019. • On 14 May 2020, Mr Damoussi applied for a £50,000 BBL on behalf of B2C, declaring its estimated turnover as £250,000. • An analysis of B2C’s bank account shows that between 16 August 2019 (date of first transaction) and 13 May 2020, B2C received trading income of £66,000. This turnover represented trade of nine months. Using this figure, B2C’s estimated annual turnover is £88,000. • Therefore, the maximum BBL B2C was eligible to apply for was £22,000. • Mr Damoussi has provided no records or information to support the estimated company turnover figure of £250,000 he disclosed on B2C’s BBL application. • The BBL funds of £50,000 were paid into B2C’s bank account on 15 May 2020, increasing the account balance to £50,012. • Between 18 and 20 May 2020, £15,000 of the BBL was transferred to Mr Damoussi with the reference “wages” and £34,000 of the BBL was transferred to Mr Damoussi with the reference “loan”. There are no records to show that the BBL was used for the economic benefit of B2C. (amended by LSD Lawyer on 20.06.2025)
