Conduct: On 5 May 2020 Mr Mohamed Salaheldin Moselhy Badr (“Mr Badr”) caused CAIRO SKY LTD (“CSL”) to apply for a Bounce Back Loan (“BBL”) of £40,000 by providing unsupported turnover figures, resulting in CSL receiving a BBL of £40,000 on 7 May 2020 that it was not entitled to in breach of the terms, in that: Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover from the date the business commenced trading. CSL was incorporated on 08 July 2019. On 5 May 2020 Mr Badr applied for a BBL of £40,000 on behalf of CSL declaring that turnover was £165,000. Financial accounts for year ending 30 July 2020 show that the actual turnover was £0 and Mr Badr has provided no evidence supporting the estimated turnover figure he provided in the BBL application. On 7 May 2020 CSL received £40,000 into its bank account. Total liabilities at liquidation amount to £43,117 of which £40,000 relates to the amount owed in respect of the BBL.
