Conduct: Qazi Shamael Iqbal (“Mr Iqbal”) caused BFD LTD (“BFD”) to obtain a Bounce Back Loan (“BBL”) in the sum of £50,000 when he knew, or ought to have known, that BFD was not entitled to that amount under the terms of the BBL Scheme. As a result, BFD obtained funds in excess of its legitimate entitlement, in that: • Under the BBL Scheme, a business could apply for a loan between £2,000 and £50,000, capped at 25% of its annual turnover for the calendar year 2019. Where a business was established after 1 January 2019, applicants were instructed to apply the 25% limit to their estimated annual turnover from the date the business started. • BFD was incorporated on 31 May 2019 and had completed a full year of trading by 31 May 2020. • Analysis of BFD’s bank statements confirms that between 31 May 2019 and 31 May 2020, BFD generated turnover totalling £25,950. • On 1 June 2020, Mr Iqbal completed and submitted a BBL application on behalf of BFD, declaring an estimated turnover of £250,000. BFD subsequently received £50,000 in BBL funds on 12 June 2020, despite only being entitled to £6,487. • Mr Iqbal stated that the declared turnover figure was based on projected income for BFD, when the company had traded for 12 months at the date of application. • BFD made a single repayment towards the BBL, totalling £887.37. • On 14 May 2025, Mr Iqbal placed BFD into Creditors’ Voluntary Liquidation with total deficiencies of £71,411, of which £50,150 remained outstanding in respect of the BBL.
