Conduct: Joel Martin (“Mr Martin”) breached the terms of the Bounce Back Loan (“BBL”) Scheme by causing Solent Tanning Limited (“STL”) to overstate its turnover on its application for a BBL resulting in the company receiving a BBL of £50,000, which was more than it was entitled to, in that: • The BBL scheme terms allowed businesses to receive a loan of up to 25% of their annual turnover for the 2019 calendar year, which the applicant would self-certify when completing the BBL application.?? • If a business was established after 01 January 2019, they were allowed to use an estimate for the 2019 turnover of the company. • STL was incorporated on 22 May 2019 and commenced trading on 16 December 2019.? • Mr Martin declared on the company’s BBL application form an estimated annual turnover of £200,000, and consequently on 10 June 2020 STL received a £30,000 BBL, with a top up BBL of £20,000 received on 27 November 2020. • Between January and March 2020 STL received turnover of £8,120 into its bank account, and it was therefore unreasonable for Mr Martin to have estimated annual turnover at £200,000. At liquidation, STL has liabilities totalling £60,894.17, of which £47,865.44 was owed to the bank in respect of the BBL.
