Conduct: On or around 15 June 2020, Mr Gheorghe Lupuleasa (“Mr Lupuleasa”) caused Vladut & George Ltd (“V&G”) to apply for a Bounce Back Loan (“BBL”) of £49,000 using overstated turnover figures, which resulted in V&G obtaining a BBL that was at least £32,778 more than it was entitled to. Mr Lupuleasa has failed to use the £49,000 BBL funds for the economic benefit of the business, in that: under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant and the BBL funds could only be used to provide an economic benefit to the business and not be used for personal benefit. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. V&G was incorporated on 15 April 2019 and began trading on or around the same date. an analysis of V&G’s bank statements discloses turnover of £58,721 between 17 May 2019 and 14 June 2020. V&G’s Accounts for the year ended 31 April 2020 disclose turnover of £68,888 (signed on 12 February 2021). on or around 15 June 2020, Mr Lupuleasa applied for a BBL of £49,000 on behalf of V&G declaring that its estimated turnover was £198,550. on 15 June 2020, a BBL of £49,000 was paid into V&G’s company bank account. No evidence has been provided to show that the £49,000 BBL funds were used for the benefit of V&G. Total liabilities at liquidation amount to £49,129, of which £49,000 relates to the amount owed in respect of the BBL.
