Conduct: On 07 May 2020, Mr Habibullah Abdulrahimzai caused Headmasters Hair Salon Ltd (“HHSL or the Company”) to apply for a Bounce Back Loan (“BBL”) of £50,000, when he knew or ought to have known that HHSL was not entitled to a loan of that amount. Mr Abdulrahimzai overstated the turnover figure of HHSL as £225,000 on the BBL application and as a result the Company received more BBL funds than it was entitled to, in that: ? The terms of the BBL Scheme stated that a business could apply for a loan of up to 25% of the Company’s turnover, from a minimum of £2,000, up to a maximum of £50,000. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019 it was their estimated turnover from the date the business started. ? HHSL was incorporated on 04 February 2019, commencing trade on the same date. ? On 07 May 2020, I applied for a BBL of £50,000 on behalf of HHSL. I stated on the application form that HHSL had an estimated turnover of £225,000. ? As HHSL had been trading since February 2019, Mr Abdulrahimzai ought to have provided the actual annual turnover from the date HHSL started business on the BBL application. ? Between 18 February 2019 (the first activity on the bank account following incorporation) and 18 February 2020, the actual turnover totalled £37,296, meaning that the maximum BBL HHSL was eligible for was £9,324. ? On 01 June 2020, HHSL received a BBL of £50,000. ? The bank has confirmed that £50,271 remains outstanding in respect of the BBL, with 2 repayments having been made totalling £1,103
