Conduct: On 10 August 2020, Mr Benjamin Lloyd (“Mr. Lloyd”) caused Big Design and Management Limited (“Big Design”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating Big Design’s turnover when applying for a BBL. As a result, Big Design received a £50,000 BBL when Mr. Lloyd knew, or ought to have known, that Big Design was eligible for a BBL of no more than £28,154.70. In that: • Under the BBL scheme, businesses could apply for one loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019, or where a business was established after 01 January 2019, an estimated turnover could be used. • Big Design was incorporated on 13 September 2018, started trading before 01 January 2019, and was therefore not entitled to estimate its turnover for the purpose of the BBL application. • On 10 August 2020, Mr. Lloyd applied for a £50,000 BBL on behalf of Big Design, declaring that its annual turnover for the calendar year 2019 was £200,000. BBL funds of £50,000 were credited into Big Design’s bank account the following day. • Unaudited Financial Statements prepared for the accounting year ending 30 September 2019 show Big Design had a turnover of £127,272. The statements were approved by the board of directors and signed on behalf of the board by Mr. Lloyd on 07 February 2020. • Unaudited Financial Statements prepared for the accounting year ending 30 September 2020 show Big Design had a Nil turnover. • Analysis of its bank statements shows that, between 01 January 2019 and 31 December 2019, Big Design received trading related income totalling £112,618.80 • Based on the income received into its bank account during calendar year 2019, Big Design was entitled to apply for a BBL of no more than £28,154.70. • The overstatement of turnover meant that Big Design received at least £21,845.30 more than it was entitled to from the BBL scheme. • On 21 November 2024, Big Design entered Creditors’ Voluntary Liquidation with liabilities of at least £70,954.72, of which at least £50,000 was owed in respect of the BBL. • On 30 October 2025, Big Design was dissolved.
