Conduct: On 19 May 2020, Daniel Thomas Goodall (“Mr Goodall”) caused Goodall Global Investments Ltd (“GGI”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by applying for a BBL of £50,000 using overstated turnover figures, when he knew or ought to have known that GGI was eligible for a loan of that amount. In addition, Mr Goodhall has failed to use the BBL funds for the economic benefit of the company. In that: • Under the BBL scheme a business was able to borrow up to 25% of its turnover in calendar year 2019, up to a maximum of £50,000 and, if the business was established after 1 January 2019, it was to apply the 25% limit to its estimated annual turnover from the date it started. • To be eligible to apply for the BBL, a borrower had to declare the business was carrying on its business on 1 March 2020 and that the company was engaged in trading or commercial activity in the United Kingdom as at the date of this application. • When applying for a BBL a business had to confirm that the funds would only be used to provide an economic benefit to the business and not be used for personal benefit. • GGI was incorporated on 30 August 2018, so was required to use actual turnover on the BBL application for the 2019 calendar year. • On 19 May 2020 Mr Goodall applied for a BBL of £50,000 on behalf of GGI, stating on the loan application that GGI’s relevant turnover was £250,000, and consequently on 21 May 2020 BBL funds of £50,000 were credited into GGI’s bank account. • GGI’s profit and loss accounts for the financial year ending 31 August 2019 show GGI achieved a turnover of £773. • GGI’s profit and loss accounts for the financial year ending 31 August 2020 show GGI achieved a turnover of £12,500. • Based on the above turnovers covering calendar year 2019 of not more than £13,273, GGI would have been eligible to apply for a BBL of not more than £3,319 and therefore received £46,681 more than it was entitled to from the BBL scheme. • On 21 May 2020, a payment of £47,500 was made on 29 May 2020 to a third-party individual. At least £15,770.94 of this payment came from BBL funds. Mr Goodall has failed to evidence that these funds were used for the economic benefit of GGI. • GGI went in Creditor voluntary liquidation on 28 March 2025. • At liquidation, GGI had liabilities totalling £140,405 of which £48,357.70 was owed to the bank in respect of the BBL.
