Conduct: Mr Rashid Hussain (“Mr Hussain”) breached the terms of the Government backed Bounce Back Loan (“BBL”) scheme by causing ZIB Haulage Ltd (“ZIB”) to overstate its turnover on its application for a BBL, resulting in the company receiving a BBL of £50,000 when he knew, or ought to have known, that ZIB was not entitled to a loan of that value, in that: • The BBL scheme terms allowed businesses to receive a loan of up to 25% of their annual turnover for the 2019 calendar year, which the applicant would self-certify when completing the BBL application.   • If a company was established after 01 January 2019, they were allowed to estimate the company turnover from the date the company started to trade. • ZIB was incorporated on 30 May 2018. • Mr Hussain declared on the company’s BBL application form an annual turnover of £200,000, and consequently on 01 June 2020, ZIB received a £50,000 BBL, the maximum available under the BBL scheme. • Bank statements for 2019 show total business income of £99,358.06. • This would have meant that ZIB would have been entitled to apply for a BBL of £24,840. • The overstatement of turnover meant that ZIB received at least £25,160 more than it was entitled to from the BBL scheme. • ZIB made repayments of £17,127.17 towards the BBL. • ZIB entered Creditor’s Voluntary Liquidation on 19 March 2025. • At liquidation, ZIB had liabilities totalling £38,433.49, of which £35,433.49 was owed to the bank in respect of the BBL.
