Conduct: From at least 11 November 2019 to liquidation on 17 September 2021 Darren Bloor (“Mr Bloor”) failed to ensure Prosealcheshire Ltd (“Proseal”), maintained and/or preserved adequate accounting records or in the alternative, following liquidation, he failed to deliver up to the Liquidator when required such records as were maintained and/or preserved. As a result, it has not been possible to: • Verify that Proseal had sufficient turnover to qualify for a Government Guaranteed Bounce Back Loan (BBL) of £50,000. The terms of the BBL scheme state that a company can only borrow 25% of its annual turnover for 2019, to a maximum of £50,000. • Verify whether £50,000 introduced into the company on 28 May 2020 by way of a BBL and which was granted with the express intention of providing economic benefit to the business was utilised for this purpose. • Determine the reason for cash withdrawals totalling £204,820 from Proseal’s bank account between 11 November 2019 and 03 September 2021, and/ or account for how that cash was expended. • Determine the remuneration of Mr Bloor, and in particular, how expenditure of £41,131 from the company’s bank account which appears to be personal in nature has been accounted for, and whether there is a sum due from Mr Bloor to the company in respect of a Director’s Loan Account.
