Conduct: On 26 May 2020 Mr George Stefan (‘Mr Stefan’) applied for and obtained a Government-backed Bounce Back Loan (‘BBL’) of £50,000 for Stef Services Ltd (‘SSL’) by providing inaccurate information regarding SSL’s turnover in 2019, thereby causing it to obtain £36,608 in BBL funding to which it was not entitled. • The BBL scheme permitted a loan of up to 25% of a business’ turnover in the calendar year 2019 (or estimated annual turnover from the date it commenced trading if it had been established after 01 January 2019), from £2,000 to a maximum of £50,000; • SSL was incorporated in March 2018 and although it filed dormant accounts for the period to 31 March 2019, its bank account shows receipts throughout 2019; • SSL’s bank statements record income of £44,217 in 2019 and its accounts to 31 March 2020 disclose turnover of £53,568; • Based on the accounts SSL was entitled to a BBL of no more than £13,392; • On 26 May 2020 Mr Stefan completed an application form for a BBL from SSL’s bank, self-certifying that its turnover in 2019 was £200,000 and requesting a loan of £50,000; • The BBL was received on 27 May 2020; • Mr Stefan has failed to provide any documentation to support the level of turnover claimed in the application which is unsupported by either SSL’s banked income or its accounts; • Therefore SSL obtained £36,608 in BBL funding to which it was not entitled; • The bank was the majority creditor in the liquidation and it claimed 51,358 under the Government guarantee.
