Conduct: On 14 May 2020 Mr Kazimieras Urnieza ("Mr Urnieza") caused Keravuok Ltd to breach the terms and conditions of the Bounce Back Loan ("BBL") scheme by overstating its turnover on the BBL application. As a result, Keravuok Ltd received more funds than it was entitled to from the BBL scheme in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant and the turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019, it was their estimated turnover. • On 14 May 2020, Mr Urnieza applied for a BBL of £50,000 on behalf of Keravuok Ltd and declared that its turnover for the calendar year 2019 was £200,000. • Keravuok Ltd was incorporated on 15 February 2018. Keravuok Ltd’s accounts for the period 15 February 2018 to 31 February 2019 show turnover totalling £35,316, and for the period 01 March 2019 to 29 February 2020 show a turnover of £32,871. • Keravuok Ltd’s bank statements show credits to the account from 01 January 2019 to 31 December 2019 totalling £33,257. Based on the turnover shown in the bank account Keravuok Ltd would have been entitled to apply for a BBL of £8,314. Keravuok Ltd therefore received at least £41,686 more than it was entitled to from the BBL scheme. • Mr Urnieza has not provided any documentary evidence to show what the stated turnover figure of £200,000 was based on or that Keravuok Ltd was entitled to apply for a BBL of £50,000. • Keravuok Ltd received the BBL funds of £50,000 into its bank account on 18 May 2020. • On 15 June 2023, Keravuok Ltd entered into Creditors Voluntary Liquidation with total liabilities of £51,104 of which £50,000 was owed in respect of the BBL.
