Conduct: Mr Navinder Chumber (“Mr Chumber”) caused Chumber Installations Limited (“CIL”) to breach the terms of the Bounce Back Loan (“BBL”) by overstating its turnover on the BBL application, as a result CIL obtained a loan amount of £46,875, £35.471 more than what it was entitled to receive. In that: • The BBL scheme allowed businesses to apply for a BBL if they were engaged in trading or commercial activity in the UK at the date of the application, were carrying on business on 01 March 2020 and had been adversely affected by Covid. A business could receive a loan of up to 25% of their annual turnover for the 2019 calendar year, which the applicant would self-certify when completing the BBL application. • CIL was incorporated on 11 January 2018. • The company accounts for period ending 31 December 2019 declare a turnover of £45,616. • Based on the BBL criteria and company turnover, the company was entitled to receive no more than £11,404. • On 16 June 2020, CIL received a BBL of £46,875 to which it was not fully entitled to, after Mr Chumber declared in the BBL application that the turnover for the 2019 calendar year was £187,500. • CIL entered Creditors’ Voluntary Liquidation on 2 December 2021. • At liquidation, CIL owed £58,000 of which £48,000 was owed to the Bank in respect of the BBL.
