Conduct: On 09 October 2020 Valentin Iacobescu (“Mr Iacobescu”) caused Whole Shop 2U Ltd (“Whole Shop”) to make a Bounce Back Loan (“BBL”) application of £43,000 using turnover figures which he knew or ought to have known were overstated. By making a wrongful declaration Whole Shop has received more funds than it was entitled to from the BBL scheme. In that: • Whole Shop was incorporated on 13 December 2017. • A business could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of their turnover in the calendar year 2019. The turnover figure was self-certified by the applicant. • Financial accounts for year-ended 31 December 2019 showed a turnover of £80,637. • Mr Iacobescu applied for a BBL of £43,000 on behalf of Whole Shop declaring a turnover figure of £180,000. • On 13 October 2020, BBL funds of £43,000 were paid into company’s bank account. • Based on the turnover figure from the accounts of £80,637, the overstatement of turnover on the BBL application meant that Whole Shop was eligible for a BBL of £20,159 and received £22,841 more than it was entitled to from the BBL scheme. • On 04 December 2024, Whole Shop entered Creditors Voluntary Liquidation with a liability of £41,756 owed in respect of the BBL.
