Conduct: Rubens Camargo Barbosa (“Mr Barbosa”) caused Compass Clean Oxford Ltd (“CCOL”) to breach the conditions of the Bounce Back Loan (“BBL”) scheme by using the funds for his own personal benefit and not for the economic benefit of CCOL. In that: On 28 October 2020, Mr Barbosa applied for a BBL of £50,000 on behalf of CCOL for the purpose of supporting the business through the Covid-19 pandemic. On 03 November 2020, CCOL received £50,000 in respect of the BBL into a new bank account which was not used for the company’s trading activity. Between 19 November 2020 and 25 January 2021, £47,189 was transferred to Mr Barbosa, contrary to the terms of the BBL agreement which states that the BBL funds should be used for the economic benefit of the business. CCOL entered liquidation on 27 August 2021 with outstanding liabilities of £579,593, including the BBL which remained outstanding.
