Conduct: Vadim Pilkin “Mr Plilkin” overstated turnover figures which resulted in VP Electrical Ltd (“VP”) obtaining a Bounce Back Loan (BBL) that was at least £27,387 more that it was entitled to and following receipt of the BBL, £31,000 has been transferred to Mr Pilkin from the proceeds with no apparent economic benefit to VP in breach of the BBL Terms and Conditions. in that: Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure required was that of the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. VP was incorporated on 17th October 2017. Mr Plilkin applied for a BBL of £50,000 on behalf of VP declaring its turnover for the calendar year 2019 was £220,000. The year end Accounts to 31st October 2019 show that actual turnover was £78,843 and for year end 31st October 2020 was £90,452. VP received the BBL funds of £50,000 on the 12th October 2020. Following receipt of the BBL proceeds, between 13th October 2020 and 2nd November 2020 a total of £31,000 was paid to Mr Pilkin including a single payment of £25,000, with no explanation provided as to the reason for these payments and no apparent economic benefit to VP, there is minimal other income shown in the bank statements in that time period. Total liabilities at liquidation amount to £73,340 of which £50,495 is in respect of the BBL.
