Conduct: Stephen Peter Mattocks (“Mr Mattocks”) caused Virtue Bespoke Lodges Ltd (“Virtue”) to apply for a Bounce Back Loan (“BBL”) of £50,000 on 23 June 2020 using an overstated turnover figure in the BBL application form. Consequently, Virtue received more monies than it was entitled to from the BBL scheme, in that: • Businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • Virtue was incorporated on 05 October 2017. • On 23 June 2020 Mr Mattocks applied for a BBL of £50,000 on behalf of Virtue declaring that its turnover was £300,000. • On 25 June 2020 the BBL of £50,000 was paid into Virtue’ s bank account. • Banking records show that Virtue’ s turnover for YE 31 December 2019 was £15,246. • The maximum amount of BBL that Virtue was entitled to, based on its turnover for YE 31 December 2019, was £3,812. Therefore, Virtue received £46,188 more than it was entitled to under the BBL scheme. • Mr Mattocks stated in report to creditors that Virtue did not trade from December 2018 until March 2022, in which case it would not have been entitled to a BBL. • On 03 October 2023 Virtue entered Creditors Voluntary Liquidation with total liabilities of £528,560 of which £41,091 relates to the outstanding BBL.
