Consequently, Excel received more monies than it was entitled to from the BBL scheme, in that: • Businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover in the calendar year 2019. • Excel was incorporated on 21 June 2017. • On 14 July 2020 Mr Masood applied for a BBL of £50,000 on behalf of Excel declaring that its turnover was £200,000. • Accounting records for the period 01 February 2019 to 31 January 2020 show Excel had a turnover of £17,687. • The amount of BBL that Mr Masood could have applied for was at most £4,422. Excel therefore received at least £45,578 more than it was entitled to under the BBL scheme. • Excel’s total liabilities at liquidation amount to £54,665 of which £50,000 relates to the outstanding BBL.?
