Conduct: Mansoor Ahmed (“Mr Ahmed”) caused Goraya Logistics Ltd (“Goraya”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating its turnover on the BBL application, as a result Goraya received more funds than it was eligible for from the BBL scheme. In that:?? • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover for the calendar year 2019. The turnover figure was self-certified by the applicant. ?? ? • Goraya was incorporated on 05 June 2017.? • On 13 May 2020, Mr Ahmed applied for a BBL of £30,000 on behalf of Goraya declaring that its turnover for the 2019 calendar year was £130,000. • Goraya filed accounts for the periods ending 30 June 2019 and 30 June 2020 which show turnover of £31,238 and £30,237 respectively. • Goraya’s bank statements show turnover of £34,771.65 in the 2019 calendar year. Based on this amount, Goraya would have been eligible to apply for a BBL of £8,692.91. Therefore, Goraya has received BBL funds of £21,307.08 that it was not eligible for. • Mr Ahmed has not provided any documentary evidence to show what the stated turnover figure of £130,000 was based on or that Goraya was eligible to apply for a BBL of £30,000. • Goraya received the BBL funds of £30,000 on 14 May 2020. • On 24 October 2022, Goraya entered Creditor’s Voluntary Liquidation with total liabilities of £161,743, of which £30,000 was owed in respect of the BBL.
