Conduct: On 20 May 2020, Ms Victoria Morris Chapman (“Ms Chapman”) made false representations in an application for a Bounce Back Loan (“BBL”) of £50,000 on behalf of Cheon Ltd (“Cheon”) when she knew, or ought to have known that the company was not eligible for the loan scheme, in that: • Under the BBL scheme, businesses were able to apply for a BBL if they were carrying on business on 1 March 2020, engaged in trading activity in the UK on 01 March 2020 and at the date of the BBL application and had been adversely impacted by Coronavirus. • Ms Chapman was appointed a director of Cheon on 11 May 2020. • On 20 May 2020 Ms Chapman applied for a BBL of £50,000 on behalf of Cheon, stating an estimated turnover figure of £260,000 on the application form. • Cheon was incorporated on 24 April 2017 and filed dormant accounts for the financial year ending 30 April 2020. The first deposit of business income can be seen on the bank statements on 18 February 2021. • Cheon was not therefore carrying on business or engaged in trading activity on 01 March 2020, and as such was not eligible to apply for a BBL of any amount. • The company received the BBL funds of £50,000 on 20 May 2020. • Cheon entered Creditors Voluntary Liquidation on 24 March 2022.
