Conduct: On 02 July 2020 Elizabeth Bowker ("Ms Bowker") caused Cheshire Permanent Makeup Limited ("CPML") to obtain a Government backed Bounce Back Loan ("BBL") totalling £50,000 for which it was not entitled to by including inaccurate information relating to turnover in the BBL application, Furthermore the BBL received was not used in its entirety for the economic benefit of CPML, in that: • CPML was incorporated on 15 March 2017 and began trading at that time. • Where a business was established before 01 January 2019, it was entitled to apply for a BBL of between £2,000 and £50,000 up to a maximum of 25% of turnover for the calendar year ended 31 December 2019. • CPML's bank statements show that receipts into its bank account during the calendar year ended 31 December 2019 totalled £12,071. • As a result, CPML was eligible for a maximum BBL of £3,018 rather than the sum of £50,000 it received. • CPML therefore received £46,982 more in BBL funding than it was eligible to receive. • The BBL scheme required the applicant to declare that BBL funds would be used in their entirety for the economic benefit of the business, and not for personal use. • Prior to receipt of the BBL in the sum of £50,000 on 03 July 2020, the balance on CPML's bank account was £2,740.65. • Following receipt of the BBL, Ms Bowker personally received payments from CPML totalling £62,210.10 between the date of receipt of the BBL and 30 July 2021. • Total receipts into CPML's bank account during the same period totalled £13,586.92. Therefore, of the £62,210.10 paid to Ms Bowker, the sum of £45,882.53 was derived from BBL funds. • Mrs Bowker has claimed that the BBL funds were used to pay for a beauty treatment room at her home address. • Ms Bowker repaid the sum of £2,804.30 to CPML between 30 November 2021 and 17 May 2022. • Miss Bowker therefore personally benefited from BBL funds in the sum of £43,078.23. • Repayments of £5,758 were made towards the BBL • CPML entered Creditors’ Voluntary Liquidation on 14 July 2023 • The sum of £45,972 remained outstanding in respect of the BBL in CPML's liquidation
