Conduct: Mohammed Hafijul Islam (“Mr Islam”) breached the terms of the Bounce Back Loan (“BBL”) scheme by causing KFH Grill & PFC Ltd (“KFH”) to apply for a government backed BBL of £50,000 when he knew, or ought to have known, that KFH was not eligible for a loan of that value. Furthermore, Mr Islam has failed to use the entirety of the BBL for the economic benefit of KFH, contrary to the BBL scheme terms and conditions, in that: • The BBL scheme terms allowed businesses to receive a loan of up to 25% of their annual turnover for the 2019 calendar year, which the applicant would self-certify when completing the BBL application. Businesses could receive a BBL of between £2,000 and £50,000. The terms of the BBL scheme also stated that the BBL was to be used only for the economic benefit of that business and not personal purposes. • KFH was incorporated at Companies House on 09 March 2017, and Mr Islam was appointed as director on the same date. • Annual accounts for FYE 31 March 2018 were dormant, with micro accounts being filed at Companies House for FYE 28 February 2019 only. • Mr Islam declared a 2019 turnover figure of £200,000 on the BBL application. • Bank statements for 2019 show total possible income of £16,789.07. • An annual turnover of £16,789.07 would have meant that KFH would have been entitled to apply for a BBL of up to £4,198. • On 09 September 2020 KFH received a £50,000 BBL into its company bank account, the maximum amount available under the BBL scheme. • By overstating the company turnover on the BBL application, KFH has received at least £45,802 more than it was entitled to from the government backed BBL scheme. • KFH’s bank balance prior to receipt of the BBL was £1,565.58. • On 11 September 2020 a payment of £10,000 was made to a third-party company. • Between 21 September 2020 and 15 October 2020, payments totalling £45,568 were made to Mr Islam. • Of the £45,568 paid to Mr Islam, and £10,000 paid to a third-party company, at least £50,000 came from BBL funds, contrary to the terms of the BBL scheme. • KFH was wound up by court order on 06 August 2025. • At liquidation, KFH had liabilities totalling £49,877.24, all of which was owed to the bank in respect of the BBL.
