Conduct: Bavis Gooden, also known as Bevis Gooden, caused PROGDATA17 LTD (“Progdata”) to apply for and obtain a Government backed Bounce Back loan (“BBL”) of £50,000 to which it was not entitled, As a result, Progdata received £29,483 more than it was entitled to from the BBL Scheme, in that: The BBL scheme enabled a business to obtain a BBL of up to 25% of its turnover for the calendar year 2019, up to a maximum amount of £50,000. Progdata was incorporated on 10 February 2017 Progdata applied for a £50,000 BBL, declaring turnover of £220,079. Mr Gooden signed the BBL agreement on 23 June 2020. Progdata received the £50,000 BBL on 24 June 2020. Progdata’s accounts for the year ending 28 February 2019 record turnover of £105,743, and its accounts for the year to 29 February 2020 record turnover of £58,870. Progdata’s bank statements record turnover of £82,068 in the 2019 calendar year, which would have entitled it to a BBL of up to £20,517. When Progdata entered liquidation on 29 March 2022, it declared liabilities of £48,226, including £48,225 which is owed in respect of the BBL.?
