Conduct: On 10 May 2020, Gheorghe Ursachi (“Mr Ursachi”) caused Artedile Ltd (“Artedile”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating Artedile’s turnover, resulting in the company receiving a loan of £48,500 which was more than it was entitled to. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019, it was 25% of the estimated annual turnover from the date the business started. • Artedile was incorporated began trading in September 2016. • On 10 May 2020 Mr Ursachi applied for a BBL on behalf of Artedile and stated on the BBL application form that the company’s estimated turnover for the calendar period of 2019 was £194,000. • Review of Artedile’s bank statements for the calendar period of 2019 shows turnover of £41,547. • On 15 May 2020 Artedile received £48,500 in respect of the BBL. • Artedile entered liquidation on 07 September 2023 with liabilities of at least £46,949, of which £44,966 relates to the BBL.
