Conduct: Daniel William Blackford (“Mr Blackford”) caused DWB Carbon Composites Ltd (“DWB”), to obtain a £50,000 government-backed Bounce Back Loan (“BBL”), which was more than it was entitled to, by providing information to the lender which he knew or ought to have known was inaccurate and failed to use the monies for the business as required. In that: Companies established before 01 January 2019 could apply for a loan of up to 25% of its turnover in the calendar year 2019, from a minimum of £2,000 up to a maximum of £50,000. If the company was incorporated after 01 January 2019, then an estimated annual turnover could be used by the applicant. DWB was incorporated on 10 April 2015. DWB’s financial statements for the period ending 30 April 2019 record annual turnover at £48,827. DWB’s prepared accounts for the subsequent period to 31 May 2020 record turnover of £43,338. Mr Blackford applied for a £50,000 BBL on behalf of DWB. A BBL of £50,000 required a declared turnover of at least £200,000. As a result of the application, £50,000 was deposited into DWB’s bank account on 02 June 2020. On the same date, Mr Blackford transferred the sum of £50,000 to his personal bank account. At liquidation on 26 October 2022 the £50,000 BBL remained outstanding.
