Conduct: Ahmed Kamran (‘Mr Kamran’) breached the terms of the government backed Bounce Back Loan (‘BBL’) Scheme by causing Topgear Promotion Limited to overstate its turnover on its application for a BBL of £40,000 resulting in the company receiving a BBL that was more than it was entitled to. In that: Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover for the calendar year 2019. The turnover figure was self-certified by the applicant. Topgear Promotion Limited was incorporated on 15 January 2015. The company’s Annual Accounts for financial year ending 31 January 2019 and ending 31 January 2020 show turnover of £26,780 and £24,636 respectively. Mr Kamran stated on the company’s BBL application form an annual turnover of £160,000. Consequently, on 22 September 2020 the company received £40,000, which was at least £33,305 more than the company was entitled to based on its Annual Accounts. The company bank statements show that payments totalling £3,328.98 were made towards the BBL between 25 April 2022 and 25 July 2022. At liquidation, the company owed at least £61,364.19, of which at least £36,671.02 was owed in respect of the BBL.
