Conduct: On 9 September 2020, Mr Constantin Contor (“Mr Contor”), caused Yandia Car Rental Ltd (“Yandia”) to apply for a Bounce Back Loan (“BBL”) of £49,600 using overstated turnover figures, which resulted in Yandia obtaining a BBL that was £28,387 more than it was entitled to, in that: Yandia was incorporated on 4 December 2014. Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. Yandia’s Accounts for the year ended 31 December 2019 disclose turnover of £84,850. On 9 September 2020, Mr Contor applied for a BBL of £49,600 on behalf of Yandia declaring that its turnover for the calendar year 2019 was £198,900. Yandia received the BBL funds of £49,600 on 10 September 2020, which was £28,387 more than it was entitled to. Total liabilities at liquidation amount to £52,890 of which £46,890 relates to the amount owed in respect of the BBL.
