Conduct: On 18 May 2020, Christine Honeyball (“Ms Honeyball”) caused Bevie Consultancy Limited (“Bevie”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by overstating its turnover on the BBL application, resulting in Bevie receiving more funds than it was entitled to from the BBL scheme. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of 25% of turnover. The turnover figure was self-certified by the applicant. Where a business was established after 01 January 2019 it had to provide its estimated annual turnover from the date the business started. • Bevie was incorporated on 10 February 2014 and dormant accounts were filed in relation to Bevie for the year ending 28 February 2019. Bevie was therefore entitled to estimate turnover from the date the business started. • On 18 May 2020, Ms Honeyball applied for a BBL of £50,000 confirming that in the year ending 31 December 2019, Bevie’s turnover was £200,000. • Ms Honeyball was the sole signatory on Bevie’s bank account until liquidation. • Accounts for the year ending 28 February 2020 show turnover of £17,049. • Based on these accounts, Bevie was eligible for a maximum BBL of £4,262. Bevie therefore received £45,738 more than it was entitled to. • No repayments were made in relation to the BBL. • Bevie entered into Creditors Voluntary Liquidation on 30 August 2022 with liabilities totalling £54,418 (not including a claim from HMRC of £842,911) of which £50,000 related to the BBL.
