Conduct: Ms Karen Petch failed to ensure that West London Skills Training Limited (“WLST”) maintained and/or preserved adequate accounting records and as a consequence it has not been possible to establish whether the company was eligible to receive funds totalling £725,673.05 from the Education and Skills Funding Agency (“ESFA”), in that; • WLST received funds totalling £795,710.74 from the ESFA between 30 April 2021 and 20 October 2022. • The ESFA conducted a site visit to company premises on 02 November 2022, prior to which they had requested that Mrs Petch produce a sample of 50 learner files for inspection/review. • In total, Ms Petch produced 40 files to the ESFA. Of the 40 files produced, only 15 had sufficient evidence to confirm the full funding claimed. The funding value attributed to these 15 files with evidence is £70,037.69. • Ms Petch advised the ESFA on 07 November 2022 that company files and records were held in secure storage, and when the company fell into arrears with the storage company, the contents of the storage unit were auctioned off. • Both storage companies used by WLST have confirmed that they did not remove or destroy any company records held in their units. WLST fell into arrears with Storage Company A on 08 January 2023, and the unit was opened by the store team on 24 February 2023. WLST moved out of their unit with Storage Company B on 13 January 2025. • Ms Petch confirmed that Shred on Site attended company premises on 24 October 2022, and during their visit a number of company files/records were destroyed in error. • In an email dated 13 December 2022, Ms Petch advised the ESFA that the outcome of their initial findings was accurate, and she did not refute them. • No records have been produced/delivered up by Ms Petch to evidence that WLST was eligible to receive the remaining £725,673.05 of ESFA funding.
