Conduct: Paul Graham Shepherd (“Mr Shepherd”) caused Rapid Residential Limited (“The company”) to make an application for a Bounce Back loan (“BBL”) of £50,000 using an estimated annual turnover which he knew, or ought to have known, was inaccurate, in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019, or where a business was established after 01 January 2019 it was their estimated turnover. • The company was incorporated on 14 May 2013 and first submitted micro accounts in the accounting period ending 31 March 2017. Mr Shepherd was therefore not entitled to use estimated turnover figures in the company’s BBL application. • On 11 May 2020, Mr Shepherd completed a BBL application in which he estimated the company’s annual turnover to be £204,000, thereby obtaining a BBL of £50,000 which was paid into the company’s account on 15 May 2020. • The company reported a turnover of £14,000 in the accounting period ending 31 March 2020. This was the company’s first reported turnover. • Based on annual turnover of a maximum of £14,000, the company was entitled to apply for a loan of £3,500 and therefore received at least £46,500 more than it was entitled to receive. • The company made repayments totalling £17,614.75. • The company entered administration on 28 May 2025; £38,424 remained outstanding in respect of the BBL capital and interest.
