Conduct: On 30 June 2020 Iyior Ose Abumere (“Mr Abumere”) caused Abcreste Consulting Ltd (“ACL”) to apply for a second government-backed Bounce Back Loan (“BBL”) totalling £50,000, received on 02 July 2020, which he knew or ought to have known ACL was not entitled to; under the terms and conditions of the BBL Scheme, only one BBL was permissible per business and ACL had already received a BBL of £50,000 from a different bank on 12 June 2020. In both applications, Mr Abumere overstated ACL’s turnover to obtain larger loans than ACL was entitled to. • Under the BBL scheme, businesses were able to apply for one BBL of up to 25% of their turnover for the calendar year 2019, to a maximum of £50,000. The turnover figure was self-certified by the BBL applicant; • ACL’s accounts for the years ended 30 April 2019 and 30 April 2020 disclose turnovers of £42,648 and £84,477, respectively; • On 11 June 2020, Mr Abumere signed an agreement on behalf of ACL to obtain a BBL of £50,000 from Bank A, having declared a turnover of £250,000, the BBL being received on 12 June 2020; • On 30 June 2020, Mr Abumere applied on behalf of ACL to Bank B for a second BBL of £50,000, declaring a turnover of £200,000. ACL received the additional BBL funds of £50,000 on 02 July 2020; • Total liabilities at liquidation were £99,223, all of which was owed by ACL to the banks in respect of the two BBLs
