Conduct: On 13 July 2020 Harcharan Singh (“Mr Singh”) caused Save More Superstore Hayes Ltd (“Save More”) to breach the terms of the Bounce Back Loan (“BBL”) scheme by applying for a second BBL of £50,000 that Mr Singh knew, or ought to have known, that Save More was not entitled to, having previously applied for and obtained a BBL of £50,000 on 02 July 2020. In that: • Under the BBL scheme, businesses were able to apply for one BBL of up to 25% of their turnover for the calendar year 2019, to a maximum of £50,000. The turnover figure was self-certified by the BBL applicant. • The BBL terms and conditions for both banks required the applicant to self-declare that they had not made any other application for a BBL for the business. • On 01 July 2020, Mr Singh made an application with Bank A for a BBL of £50,000 on behalf of Save More. The BBL funds were paid into Save More’s bank account on 02 July 2020. • On 13 July 2020, Mr Singh made a further BBL application with Bank B for a BBL of £50,000 on behalf of Save More. The BBL funds were paid into Save More’s bank account held with Bank B on 14 July 2020. • As a result of the second BBL application, Save More received £50,000 more than it was entitled to. • Save More entered Creditors Voluntary Liquidation on 20 June 2025. At liquidation, Save More had total liabilities of £223,900, which included an outstanding BBL balance of £42,700 owed to Bank B. This does not include £43,466.30 owed to Bank A in respect of the BBL as Mr Singh failed to disclose this to the liquidator of Save More.
