Conduct: On 08 January 2021, Matthew Carl Farrow (“Dr Farrow”) breached the terms of the Bounce Back Loan (“BBL”) scheme by making an application for a loan of £50,000 on behalf of Privilege Health Clinic Limited (“PHC”) using overstated turnover figures, which resulted in PHC obtaining a BBL beyond what it was entitled to. In that; • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure required was that for the calendar year 2019 and was self-certified by the applicant. • On 08 January 2021 Dr Farrow applied for a BBL of £50,000 on behalf of PHC declaring that its turnover for the calendar year 2019 was £200,000. • PHC’s end of year accounts for the periods ending 31 January 2020 show annual turnover of £59,398. • On 12 January 2021 PHC received £50,000 into its bank account, • At liquidation, at least £46,410 remains outstanding to the bank in respect to the BBL.
