Conduct: On 6 June 2020 and 1 December 2020, Mr Royston George King (“Mr King”) caused Worcester Boiler Installations Ltd (“Worcester B I”) to apply for a Bounce Back Loan (“BBL”) and a Bounce Back Loan Top-Up (“BBLTU”) of £35,000 and £15,000 respectively, using overstated turnover figures, which resulted in Worcester B I obtaining a BBL that was at least £25,200 more than it was entitled to. Additionally, the BBL was not used in its entirety for the economic benefit of Worcester B I, in that: • under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover for the calendar year 2019. The turnover figure was self-certified by the applicant and the BBL funds could only be used to provide an economic benefit to the business and not be used for personal benefit. • Worcester B I was incorporated on 20 October 2011 and began trading from that date. • Mr King was appointed as sole director at the date of incorporation. • Worcester B I’s Accounts for the year ended 31 October 2019 (approved by the board on 7 June 2020 and signed on its behalf by Mr King) and 31 October 2020 disclose turnover of £99,201 and £50,836 respectively. • On 6 June 2020, Mr King applied for a BBL of £35,000 on behalf of Worcester B I declaring that its estimated turnover for the calendar year 2019 was £2,000,000. • Worcester B I received the BBL funds of £35,000 on 9 June 2020. • On 9 June 2020 £35,000 was transferred from the company bank account to Mr King but no evidence to show that this was to provide an economic benefit to the business has been provided. • On 1 December 2020, Mr King applied for a BBLTU of £15,000 on behalf of Worcester B I. • Worcester B I received the BBLTU funds of £15,000 on 16 December 2020. • Between 6 January 2021 and 11 February 2021, £13,500 was paid to Mr King from the company but no evidence to show that this was to provide an economic benefit to the business has been provided. • Worcester B I received a total of £50,000 in BBL funding, which was at least £25,200 more than it was entitled to. • Total liabilities at liquidation amount to £46,415 of which £46,315 relates to the amount owed in respect of the BBL.
