Conduct: On 19 May 2020, Mr Jeff Dennis Parker (“Mr Parker”) caused Romford Skips Limited (now 07598976 Limited hereinafter referred to as “Romford”) to make a Bounce Back Loan (“BBL”) application for £50,000 when he knew or ought to have known that Romford was not eligible for a BBL of that amount under the terms of the BBL scheme. As a result, Romford received more BBL funds than it was entitled to, in that: • The terms of the BBL Scheme stated that a business could apply for a loan of up to 25% of the Company’s turnover, from a minimum of £2,000, up to a maximum of £50,000. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019 it was their estimated turnover. • Romford was incorporated on 11 April 2011, commenced trading prior to year end 30 April 2013. Romford was therefore required to provide turnover for the calendar year 2019 when applying for a BBL. Mr Parker was appointed as sole director between 21 March 2012 to liquidation on 28 November 2023. • Accounts for the year ending 31 October 2019 record turnover of £88,299 and were approved by the board of directors on 23 March 2020. • On 19 May 2020, Mr Parker applied for a BBL of £50,000 on behalf of Romford, self-declaring Romford’s turnover for the calenda year of 2019 was £200,000. • By quoting turnover in excess of £200,000, Romford received a BBL of £27,295 more than it was entitled to. • On 21 May 2020, Romford received a BBL of £50,000. • No payments were made towards the BBL. At liquidation, the sum of £54,865 remained outstanding in respect of the BBL.
