Conduct: On 12 May 2020 Mr Andrew Rees (“Mr Rees”) caused Four A’s Management Ltd (“Four A’s”) to apply for a Bounce Back Loan (“BBL”) of £50,000 using overstated turnover figures, which resulted in Four A’s obtaining a BBL that was more than it was entitled to. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 it is their estimated turnover. • Four A’s was incorporated on 16 July 2003. • On or around 15 May 2020, Mr Rees applied for a BBL of £50,000 on behalf of Four A’s declaring that its turnover for the calendar year 2019 was £210,000. • Accounts dated 30 March 2020 show turnover of £23,207 and a 2019 turnover figure of £11,213. • Company bank statements show incoming payments in calendar year 2019 were £15,600. • Four A’s received the BBL funds of £50,000 on 15 May 2020. • Total liabilities at liquidation amount to £112,576 of which £37,798 relates to the amount owed in respect of the BBL.
