Conduct: Rana Khalil Rahman (‘Mr Rahman’) caused Universal Traders London Limited (‘UTLL’) to breach the terms and conditions of the government backed bounce back loan (‘BBL’) scheme by applying for 2 additional BBLs of £50,000 each, when UTLL had already applied for a BBL of £50,000 on 06 May 2020. Mr Rahman knew, or ought to have known, that UTLL was not entitled to apply for the 2nd or 3rd BBL as only one BBL was permissible per business, in that: • On 06 May 2020, UTLL applied for a BBL of £50,000 from Bank A. This was received into the company bank account on 11 May 2020. • On 26 August 2020, UTLL applied for a second BBL of £50,000 from Bank B. This was received into the company bank account on 29 September 2020. • On 17 June 2020, UTLL applied for a third BBL of £50,000 from Bank C. • Mr Rahman declared on the application forms of Bank B and Bank C that; “I/We confirm that this is my/our only application for a Bounce Back Loan for this business and I am/we are not part of a wider group which is in the process of applying for or has already received a Bounce Back Loan”. • By signing the declaration, Mr Rahman gave false information to claim an extra £100,000 of government backed BBL funds that UTLL was not entitled to. • UTLL entered creditors voluntary liquidation on 27 May 2025. • At liquidation, UTLL had liabilities totalling £175,057.11, including £46,031.24 claimed by Bank A, £48,516.87 claimed by Bank B and £49,673.94 claimed by Bank C.
