Conduct: On 29 October 2020 Sarah Jane Hutcheson (Ms Hutcheson) caused Source Campaign Management Limited (SCML) to apply for and obtain a Bounce Back Loan (“BBL”) of £50,000 when she knew or ought to have known that SCML was not eligible for these funds, in that:    • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover if. • was carrying on business on 1 March 2020. • was engaged in trading or commercial activity at the date of the application • was adversely impacted by the coronavirus.   • SCML was incorporated on 2 December 2019    • SCML’s bank statements revealed the account was opened in July 2020 and was not in receipt of any business income • On 29 October 2020 Miss Hutcheon applied for a BBL of £50,000 on behalf of SCML declaring an estimated turnover of £1.1 million. • SCML received the BBL funds of £50,000 on 3 November 2020   • Miss Hutcheon has stated that SCML did not start trading and therefore SCML did not meet the criteria for the BBL. • Subsequently on 27 September 2021 the company filed Dormant Accounts for the period ending 31 December 2020 • SCML entered Creditors’ Voluntary Liquidation on 15 December 2022    • Total liabilities at liquidation amount to £50,000 which relates to the amount owed in respect of the BBL.
