Conduct: Guixiang Liu (“Ms Liu”) breached her duties as the director of Napoleon HL Ltd (“Napoleon”) by failing to ensure that it complied with legislative requirements in that: • Napoleon did not comply with its statutory obligations under The Immigration, Asylum and Nationality Act 2006 resulting in the employment of 2 people who did not have the right to work • Home Office Immigration Enforcement (“HOIE”) after investigating Napoleon issued a Notification of Liability for a Civil Penalty of £90,000 in respect of the employment of these workers, payment of which was due on or before 26 June 2024 • Napoleon objected to the penalty, but the penalty was maintained by the Home Office in the sum of £90,000, payment of which was due on or before 31 July 2024 • Napoleon has not paid the penalty due to HOIE • Ms Liu was an appointed director of the company at the time of the breach of the Immigration, Asylum and Nationality legislation.
