Conduct: Ms Oper caused Tempus Admin Ltd (“Tempus”) to overstate its turnover when applying for a Bounce Back Loan (“BBL”) of £50,000, which resulted in Tempus receiving £23,000 more than it was legitimately entitled to, in that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 1 January 2019 its estimated turnover. • Tempus started trading on 28 February 2019 so was entitled to estimate its turnover. The BBL application form stated, “If your business was established after 1 January 2019, you should apply the 25% limit to your estimated annual turnover from the date you started your business.” • Tempus’ turnover totalled £9,000 per month from two contacts and accounts for period ending 31 August 2019 record turnover of £57,000. Accounts for period ending 31 August 2020 record turnover totalling £107,970. • On 19 October 2020 Ms Oper applied for a £50,000 BBL on behalf of Tempus stating that its annual turnover was £250,000. • By the time Ms Oper applied for the BBL, Tempus had been trading for 19 months and based on its turnover of £9,000 per month, was entitled to a BBL of £27,000.
