Conduct: Mr Bo Feng (‘Mr Feng) breached his duties whilst acting as a director of OKE Development Limited (‘OKE) by failing to ensure that it complied with legislative requirements in that: • OKE did not comply with its statutory obligations under the Immigration, Asylum and Nationality Act 2006 (‘IANA’) resulting in the employment of eleven persons who did not have the right to work in the United Kingdom; • On 18 February 2025, after investigation by Home Office Immigration Enforcement (‘HOIE’) officers, Immigration Enforcement issued a Notice of Liability for a Civil Penalty in the sum of £320,000 in respect of the employment of eight workers, payment of which was due on or before 20 March 2025; • On 20 March 2025, after a second investigation by HOIE officers, Immigration enforcement issued a Notice of Liability for a second Civil Penalty in the sum of £240,000 in respect of the employment of four workers, one of whom was present on the first visit, payment of which was due on or before 21 April 2025; • OKE did not pay the penalties totalling £560,000 due to HOIE which remained outstanding in full at liquidation; • Mr Feng was in office as the sole appointed director of OKE from the date of incorporation on 18 May 2022 and at all times up to liquidation on 09 June 2025 including at the time of the breach of IANA legislation
