Conduct: Mr Julian Brook Watson (“Mr Watson”) caused Pure Outsourcing Limited (“Pure”) to submit inaccurate returns to HM Revenue and Customs (“HMRC”) in respect of Value Added Tax (“VAT”) periods ending February 2022 to February 2023. Pure failed to submit returns for periods ending May 2023 to November 2023 and HMRC made assessments for these periods. This resulted in HMRC assessing VAT totalling £11,137,147 as being unpaid. In that: • Pure submitted 5 VAT Returns for periods 02/22 to 02/23 declaring VAT liabilities of £1,781,599. • Pure made payments totalling £741.08 between 31 May 2023 and 18 August 2023. • On 24 October 2022, HMRC conducted a VAT returns check on Pure and subsequently looked at the turnover in the company’s bank accounts. HMRC determined that the VAT returns submitted between 02/22 and 02/23 were incorrect. This in turn also meant that the original HMRC assessments for 05/23 to 11/23 were also incorrect. HMRC consider that Mr Watson under declared Pure’s sales, in the periods where returns were submitted to HMRC. • As a result of their investigation, on 29 February 2024, HMRC issued a notice of VAT assessments totalling £11,137,147 due for the VAT periods ending 02/22 to 11/23. At the date of liquidation, Pure’s total liabilities were at least £11,140,147 of which £11,137,147 is owed to HMRC in respect of VAT.
