Conduct: On 09 September 2020, Urim Basha (“Mr Basha”) caused Uri’s Kitchen Ltd (“UKL”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme by applying for a £50,000 BBL when Mr Basha knew, or ought to have known, that UKL was not eligible for a loan of any amount, and failed to use the entirety of the BBL for the economic benefit of UKL, in that: • Under the BBL scheme, businesses could apply for one loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019, or where a business was established after 01 January 2019, an estimated annual turnover could be used from the date the business started. • The applicant also had to self-certify that the business was carrying on its business on 01 March 2020, that it was engaged in trading or commercial activity in the UK as at the date of the application, and that the business had been adversely impacted by COVID-19. The loan was to be used to provide economic benefit to the business and not for personal purposes. • UKL was incorporated on 05 August 2020 under the name Rex&Ray Ltd. Therefore, UKL could not have been carrying on its business on 01 March 2020 and was not eligible to apply for a BBL. Furthermore, Mr Basha has failed to provide documentary evidence to show that UKL was engaged in trading or commercial activity in the UK as at the date of the BBL application, as declared when applying for the loan. • On 09 September 2020, Mr Basha (then known as Urim Haziri), signed an application to obtain a £50,000 BBL on behalf of UKL, when UKL was not eligible to apply for the loan, declaring that UKL’s annual turnover was £200,000. The £50,000 loan was credited to UKL’s bank account on 11 September 2020, being the first transaction on the bank account. • Mr Basha has failed to provide documentary evidence to show how the turnover figure of £200,000 was calculated. Accounts for years ending 30 August 2021 and 2022 show UKL declared a turnover of £520 and £3,074 respectively. • Following receipt of the BBL, between 16 September 2020 and 08 March 2021, at least £31,156.56 of BBL funds were paid into Mr Basha’s personal bank account. Mr Basha has failed to provide documentary evidence to show how these funds were used wholly for business purposes and not personal purposes, as declared in the BBL application. • On 07 July 2025, UKL entered liquidation with liabilities totalling £47,865 of which at least £40,957.02 was owed in respect of the BBL.
