Conduct: On 15 May 2020 Nasir Butt (‘Mr Butt’) signed an application for a Government-backed Bounce Back Loan (‘BBL’) of £45,000 for BBZ Car Services Ltd (‘BBZ’) having provided false or knowingly inaccurate information by overestimating BBZ’s turnover, thereby causing it to obtain at least £34,470 in BBL funding to which it was not entitled. In that: • Under the BBL scheme businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover. The turnover figure was self-certified by the applicant. The turnover figure required was that for the calendar year 2019. Where a business was established after 1 January 2019 the figure required was its estimated annual turnover from the date that the business was started. • BBZ was incorporated on 23 October 2019 and the first entry on its bank statements was on 07 January 2020. • As BBZ was established after 01 January 2019 it was permitted to estimate its annual income for the BBL application. • Mr Butt applied to BBZ’s bank for a BBL of £45,000 on 15 May 2020 and self-certified that its estimated annual turnover was £185,000, the BBL funds were received on 16 May 2020. • Bank statements for BBZ from 07 January 2020 to 15 May 2020 show receipts in respect of sales income of £122 and as such Mr Butt ought to have known the turnover figure of £185,000 declared in the BBL application was overstated. • Accounts to 31 October 2020 record turnover of £42,120, however bank statements for the same period record income of £3,068. • Mr Butt failed to provide any documentation to support the estimated turnover of £185,000. • Total liabilities at liquidation amount to £45,506, being the amount owed in respect of the BBL.
