Conduct: Dumitru Tabac (“Mr Tabac”) caused Interiors Carpenter Wood Limited (“Interiors”) to apply for a Bounce Back Loan (BBL) of £50,000 on 15 June 2020 using overstated turnover figures in the BBL application. Consequently, Interiors received £50,000 BBL funds that it was not entitled to from the BBL scheme, in that: Businesses could apply for a loan of between £2,000 and £50,000 subject to a maximum of up to 25% of turnover in the calendar year 2019. Where a business was established after 1 January 2019 it is their estimated turnover for the first year of trade. Interiors was incorporated on 08 October 2019 and so was entitled to estimate turnover in the BBL application. On 15 June 2020 Mr Tabac applied for a BBL of £50,000 on behalf of Interiors declaring that its estimated turnover was at least £211,000. Bank records show that Interior had no turnover prior to receipt of the BBL on 17 June 2020 and inward payments from 17 June 2020 to 31 October 2020 of £1,484. The minimum BBL permissible was £2,000 which would require a turnover of £8,000. The company did not turnover this amount and was therefore not eligible for a BBL of any amount. On 17 June 2020 BBL funds of £50,000 were received into Interiors bank account. On 25 July 2022 Interiors entered Creditors Voluntary Liquidation with total liabilities of £52,502 of which £50,000 relates to the outstanding BBL.?
